WATER MANAGEMENT AND SANITATION

India has 18 per cent of the world's population but only 4 per cent of water resources. Climate change and an erratic monsoon have added to the water stress felt by farmers, industries, consumers and others.

1. Congress will expand the remit of the Ministry of Jal Shakti and bring all water-related activities and departments under one authority.

2. We will implement a nationwide plan to provide potable water in all cities, towns and village panchayats.

We have initiated the National Clean Air Program framework, aimed at reducing air pollution across 131 cities. We will strengthen the National Clean Air Programme in order to urgently tackle the problem of air pollution.

The program will focus on:
- Comprehensive air quality monitoring
- Pollution reduction strategies
- Inter-agency coordination
- Public participation

We will further strengthen the National Clean Air Programme to ensure that the NCAP effectively achieves and maintains the designated annual average ambient air quality standards in all regions of the nation, especially achieving National Air Quality Standards in 60 Cities by 2029.

We will continue implementing comprehensive measures for air quality improvement including:
- Enhanced monitoring systems
- Source-specific interventions
- Public awareness campaigns

1. Congress brought in the Right to Education (RTE) Act in 2009 that transformed education for children between the ages of 6 and 14. We will amend the RTE Act to make education from Class I to Class XII in public schools compulsory and free.

Focusing on Allied Sectors

Expand the Network of Dairy Cooperatives
We will expand the network of dairy cooperatives in villages in the next five years with facilities of fodder banks, milk testing laboratories, bulk milk coolers, and milk processing units.

Protecting Indigenous Breeds
We will make efforts to protect indigenous cattle breeds, and make efforts to increase their productivity and preserve their genetic diversity.
